What age is this for?

The red and blue y's are both used right away in level 1. But once you have both sets of alphabet on your white board you put the blue one with one set and the red one with the other one.
There should be 3 s's, 3 e's, and two of all of the other letters of the alphabet. And as Merry stated, there should be 1 blue y and 1 red y.
I also wanted to add that writing letters, tracing sandpaper letters, or tracing letters in cornmeal, sand, etc. are wonderful ways to reinforce letter sounds.
